Ukraine joins International Convention on Salvage of 1989 with reservation

The Verkhovna Rada, represented by 226 MPs, voted for law No. 0132 on Ukraine's accession to the International Convention on Salvage on Wednesday.

The International Salvage Convention was developed within the framework of the International Maritime Organization and signed on April 28, 1989 in London, an explanatory note to the draft law says. The Convention regulates the procedure for providing appropriate assistance to ships or any other property that is at risk on waterways.

It is envisaged that Ukraine accedes to this convention with reservations that, in accordance with Article 30 of the Convention, reserves the right not to apply the provisions of the Convention when a rescue operation takes place in the internal waters of Ukraine, and all ships with which such actions are connected, are vessels of inland navigation. The convention is not applied either when rescue operations are conducted in the internal waters of Ukraine without the use of water craft, when all interested parties are citizens or legal entities of Ukraine, and when the property to which rescue operations should be applied is marine property of a cultural nature, prehistoric, archaeological or historical values and are placed on the seabed.

The accompanying documents to the law note that Ukraine's accession to the International Convention on Salvage of 1989 is brought about by the need to unify the rules for the implementation of rescue operations at sea to achieve safety of navigation and environmental protection.
